The STAR course is a water safety program for individuals who are not lifeguards but who may be in situations that require immediate response to assist with or manage an aquatic emergency. STAR provides basic training in aquatic safety, risk management, and aquatic rescue and is ideal for parents and caregivers, pool attendants, slide attendants, coaches, youth leaders, and camp counselors.

The STAR course uses the Starfish risk management model as the foundation for the curriculum. It contains information in these areas:
- Prevention
- Surveillance
- Aquatic rescue of responsive individuals
- Aquatic rescue and emergency care of unresponsive individuals
- Personal safety
